REQUIRED TRAINING HOURS

Required Training Hours

Section 390 of the New York Social Services Law and the Child Care and Development Block Grant Act require training for individuals in certain roles in child care programs. This requirement is included in OCFS's child day care regulations. This statute applies to all OCFS licensed or registered child day care programs in all counties of New York State and the five (5) boroughs of New York City.

Studies show that the quality of care you provide improves as your level of training and education increases. You also show families that you continually strive to improve your abilities and meet the needs of the children in your care.

All employees must complete:

  • Fifteen (15) hours of training withing the first six (6) months of employment
  • Thirty (30) hours of training every two (2) years
  • A minimum of five (5) hours of training each year that are OCFS approved
  • Five-hour e-learning course Foundations in Health and Safety
    • Required prior to start date, or within three (3) months of start date
    • Any employee who has not completed this training must not be left unsupervised with children in care until such time as the training has been completed

Training Topics

Training must address the following topics:

  1. Principles of childhood development, focusing on the developmental stages of the age groups for which the program provides care.
  2. Nutrition and health needs of infants and children.
  3. Child day care program development.
  4. Safety and security procedures.
  5. Business record maintenance and management.
  6. Child abuse and maltreatment identification and prevention.
  7. Statutes and regulations pertaining to child day care.
  8. Statutes and regulations pertaining to child abuse and maltreatment.
  9. Education and information on the identification, diagnosis, and prevention of shaken baby syndrome. This topic is not required for school-age program staff.
  10. Adverse childhood experiences, focused on understanding trauma and on nurturing resiliency.
ADDITIONAL INFORMATION FOR STAFF

OCFS looks at training hours in two-year blocks, not the program license’s four-year registration period. Since that is the case, an employee can take the same training once in the first two-year block, and once in the second two-year block.

After satisfying all the training requirements for a two-year period, an individual can carry over all training hours earned within the last ninety (90) days (about 3 months) of the two-year period, to count toward the training requirements for the next two-year period. Individuals must still obtain a minimum of five (5) hours of training annually.

Each program must have at least one (1) person on site who is certified in CPR/First Aid during all hours of operation.

  • All Site Directors need to complete the fifteen (15) hour Health and Safety Training for DCC/SACC Directors. This training is required prior to their start date, or within three (3) months of their start date.
